Several Nations presented Essays for prepaid Reply-letters to the Rome UPU congress in 1906. Others produced Essays, but did not present them to the Congress. A prepaid reply system was something complete new, and the proposals were of very different kinds, some simple, perhaps too simple, others were too complex and too expensive to produce. The Winner at the Congress was The British idea of a Coupon.
